Hijikata interprets anything he says in the worst possible way - he feels like every light-hearted joke (and even every other earnest comment) is meant as a sly underhanded jab at him, specifically delivered with plausibility denial. This man already looks down on the police as it is! (Hijikata, you really did fuck up Takasugi's arrest...) At some point he'll probably need to reflect on the fact that he harbours some serious prejudices against certain types of politicians.
