Since Flynn encouraged Hijikata to talk to the native power holders I went for it with just him, and he's been gathering some interesting information! He'll ask Dawn how much of it she's comfortable letting him share with (select) others, and unless they're trying to keep the investigation part tightly under wraps Hijikata will tell Flynn everything they talked about. We can play that out some time soon, or else handwave it!
